Two years after the Minister of Education and Culture’s regulation on the prevention of sexual violence on campuses, what are the results?

TIME.CO, Jakarta – The Ministry of Education, Culture, Research and Technology has issued Regulation no. 30 of 2021 of the Minister of Education, Culture, Research and Technology relating to prevention and treatment Sexual violence in the higher education environment. These rules were established on August 31, 2021.

Two years later, what role do these rules play in preventing sexual violence on campus?
The chairperson of the sexual violence prevention subgroup of the Center for Character Building (Puspeka) of the Ministry of Education and Culture, Shara Zakia Nissa, said that after the issuance of the Regulation of the Minister of Education and Culture n. 30 of 2021, good practices related to the prevention and management of sexual violence or PPKS are already underway in state and private universities.

“It’s starting to bear fruit,” Shara said at the POD.KeS or exhibition, chat and discussion on sexual violence event at the National Gallery on Saturday, September 30, 2023, as reported on the Ministry of Education website.

This, he said, was demonstrated by the formation of the PPKS task force and the gradual implementation of various programs to prevent and manage sexual violence. With the presence of the PPPKS Task Force, he said he was able to raise public awareness of the importance of jointly preventing and addressing sexual violence in the university environment.

In photographing the good practices in the implementation of these regulations, the Ministry of Education sent a team to interview the PPKS task force and non-task force in three places, namely Ambon City, Batam and Balikpapan. The results of the interviews were witnessed and discussed with visitors and stakeholders who attended the event.

“Through talks, we want to invite universities to maximize their strengths and opportunities,” Shara said.

Good practices for maximizing strengths and opportunities are recorded in the video story of the PPKS Task Force of Pattimura University (Unpatti), Ambon City, Maluku. The campus already has an advisory body made up of a team of Unpatti psychologists involving doctors from the Unpatti Faculty of Medicine.

Vice Chancellor II Unpatti Jusuf Madubun said that when the PPKS task force was present and awareness began to intensify, campus residents began to understand what harassment was and regulate their behavior. “There is a change in knowledge that then changes behavior,” Jusuf said.

Unpatti PPKS Task Force Chair A. Sahusilawane hopes the task force can partner with the community as stakeholders who help maintain campus safety and incorporate local wisdom into efforts to prevent and manage sexual violence.

From Batam City, Riau Islands, the PPKS efforts by the task force were felt by the new batch of students of Batam State Polytechnic (Poltek), Tancis Anantri Simanjuntak. When he attended the campus presentation period, the task force provided information about PPKS. Tancis can gain more knowledge and awareness about PPKS by taking part in project-based learning implemented by the campus through the general Pancasila and Citizenship Education (PPKN) course.

In terms of prevention, Batam State Polytechnic Task Force chairman Shinta Wahyu Hati said his campus has increased its capacity to prevent sexual violence by engaging campus residents, including students, educators, teaching staff , servants and security guards.

“The aim is to provide information on gender equality, disability awareness and, above all, awareness to be able to combat sexual violence,” Shinta explained.

The videos resulting from the PPKS Task Force’s coverage of good practices in different cities in Indonesia can be watched not only by visitors to the exhibition, but also by the general public on the Character Strengthening Center’s YouTube channel.
