The Ministry of Internal Affairs encourages regional governments to improve public services through BLUDs

Jakarta (MidLand) – The Ministry of the Interior encourages regional governments to develop the management of Regional Public Service Agencies (BLUDs) as an effort to improve public services for the community.

Based on a press release received by MidLand on Friday in Jakarta, Acting Director General of Regional Financial Development of the Ministry of Internal Affairs Horas Maurits Panjaitan explained that BLUDs have different flexibility in aspects of financial management, which can be optimized for increase the effectiveness of BLUD Performance, especially regional hospitals and community health centers (Puskesmas).

This is in compliance with the exceptions to the regional provisions on financial management governed by the Permendagri Regulation no. 79 of 2018 relating to BLUDs and the Permendagri Regulation n. 61 of 2007 relating to the technical guidelines for the financial management of BLUDs.

“The flexibility of BLUD can obviously be optimized to increase the effectiveness of BLUD service performance, whether at regional hospitals, Community Health Centers, Higher Vocational Schools (SMK) or UPTD (Regional Technical Implementation Unit) manage other public services in order to accelerate the satisfaction of needs for goods and services, operational needs and other needs,” Maurits said.

In addition to this, BLUD has the freedom to implement various innovative programs/activities as a form of service development in order to improve service quality and competitiveness.

According to him, the momentum of this activity must be exploited as optimally as possible, especially for regional officials or work units that are directly linked to the development and technical implementation of public service operations.

“This includes finding solutions to current problems and obstacles so that they become flexible, innovative and transparent while prioritizing accountability,” he said.

Maurits explained that the existence of BLUD has several essences. First, provide services to the community, so hopefully they aren’t hampered by regulatory issues.

Secondly, BLUD is given flexibility. Third, improve services and budget efficiency.

Fourth, in terms of financial management, it can be accounted for and is more efficient. Based on this essence, local governments need to pay attention to several aspects for the successful implementation of BLUD.

“In this case, the regional government needs to increase human resources (HR) capacity, understanding of BLUD regulations, transformation and entrepreneurship for related stakeholders (regional heads, DPRD, BLUD management officials, regional inspectors, etc.). “The regional government will then have to prepare support tools such as operational guidelines for the implementation of the BLUD”, explained Maurits.

Maurits therefore hopes that BLUD’s management can immediately transform itself so that it can provide quality and sustainable services.

This can be done by applying the principles of efficiency, value for money, enhancing human resources who are professional, superior, innovative, creative and have an entrepreneurial spirit. In line with this, a common perception is needed regarding the implementation of BLUD so that it can be carried out more optimally.

“Especially technical understanding through mentoring, assistance and socialization of the various guidelines of BLUD management, as well as improving financial governance to improve the best service, so that we can compete and become more competitive,” he said.
