The European Union gives final approval to legislation on artificial intelligence

Brussels (MidLand) – The Council of the European Union (EU) announced on Tuesday (21/5) that the ministers of the EU member states have given their final approval to the Law on Artificial Intelligence (UU) (artificial intelligence/AI) block.

Once signed by the President of the European Parliament and the President of the European Council, this legislative act will be published in the Official Journal (Official Journal) EU and will enter into force 20 days after publication.

The ministers’ vote comes two months after EU lawmakers backed the AI law, originally drafted by the European Commission in 2021, with several key amendments.

The law “targets global technological challenges that also create opportunities for our society and our economy,” Belgian State Secretary for Digitalization Mathieu Michel said in a statement.

The AI Law takes a risk-based approach, thus imposing stricter regulations on high-risk AI applications, the note said.

The law bans artificial intelligence systems that engage in the manipulation of cognitive behavior and social judgment in the EU.

This regulation also prohibits the use of artificial intelligence for predictive policing based on profiles and systems that use biometric data to classify people according to certain categories, such as race, religion or sexual orientation.

For general purpose AI systems, the law requires compliance with transparency requirements if the AI system does not present a systemic risk. However, AI systems that pose systemic risks must comply with stricter rules.

In particular, this EU AI legislation excludes from the rules systems used exclusively for military, defense and research purposes.

To ensure proper enforcement, the law establishes several regulatory bodies, including an Office on Artificial Intelligence, a Panel of Scientific Experts, an AI Council with representatives from member countries, as well as a consultative forum for stakeholders.

Once signed by the President of the European Parliament and the President of the European Council, this legislative act will be published in the Official Journal of the EU and will enter into force 20 days after publication.
