KPPU kaji dugaan praktik Starlink “predatory pricing” service
Jakarta (MidLand) – The Business Competition Supervisory Commission (KPPU) said it could not issue a statement that satellite internet service provider Starlink had carried out predatory pricing because his party is still conducting a study into these allegations.
“Until now we are still looking into (allegations predatory pricing) we have not concluded that what was done was not selling at a loss or we cannot conclude it yet,” KPPU member Gopprera Panggabean said in a media discussion held in Mampang Prapatan, South Jakarta on Wednesday.
Gopprera explained that the KPPU currently did not declare the discounts on Starlink services as predatory pricing or as selling very cheaply compared to its competitors, because the company is still relatively new and operates in Indonesia, so the KPPU has not yet measured the The impact of Starlink’s presence on competition in the telecommunications sector in Indonesia.

“We will collect the data. So far we have not been able to evaluate what (Starlink) is doing in the context of the currently almost falling price, a discount compared to the previous one, whether it is predatory pricing to get rid of or promote the introduction of their products into Indonesia,” he said.
Additionally, Gopprera said the KPPU stands ready to receive reports from internet service providers who feel marginalized due to Starlink’s presence.
If the report shows that Starlink is carrying out practices predatory pricing or a monopoly that disrupts competition in the telecommunications industry, the KPPU will take legal action against Elon Musk’s satellite internet provider.
“If there are policies that distort their market, if they are tied to monopolistic practices in order to gain or maintain control of the market, we will implement a law enforcement process,” Gopprera said.
It is known that a similar statement was also made by Mr. Fanshurullah of the KPPU, who pointed out that his party has not made an official statement regarding the inclusion of the Starlink Internet service in the category predatory pricing.
“The KPPU has not yet taken an official position on the possible inclusion of Starlink predatory pricing or not,” Fanshurullah said at the VI RI DPR Commission Hearing Meeting in Jakarta, Monday (10/6).
Fanshurullah explained that currently the KPPU has just completed the discussion phase with various stakeholders, including the National Resilience Council, the Indonesian Satellite Association, the Indonesian Internet Service Providers Association, the All Indonesian Telecommunication Providers Association, representatives of Starlink Indonesia and the Ministry of Communication and Information (Kemenkominfo).
According to him, the discussion was still about the pros and cons of the practice predatory pricing. The KPPU said it was very careful in making final decisions to avoid assuming bias. Therefore, this discussion needs to be studied more thoroughly and cannot be decided quickly.
“This is a very sensitive issue, we are very careful to study it in depth, comprehensively to really see the appreciation of all parties, legal concessions, economic interests and political interests,” he said.
