Kompolnas said the performance of National Police investigators needed to be improved

National Police Commission (Kompolnas) member Poengky Indarti said that the performance of national police detectives needs to be improved more and more to provide better service, because the public mostly complains about poor service.
“In the first half of 2024 (January-June) we received 1,346 public complaints, 90% of complainants complained about poor investigative service,” Poengky said in Jakarta on Monday.
A similar situation will also occur in 2023: of the 3,813 complaints received by Kompolnas, 97% of the complaints concern investigative performance from the level of the national police headquarters in the center up to the ranks of the regional police.
He explained that poor service means slow case management or (delays of justice) which slows down people seeking justice in obtaining legal certainty regarding reported cases.
“When people report, for example, not getting SP2HP, it takes a long time for the investigator’s progress, the progress of the investigation or the investigation, to continue to stagnate, or, for example, the suspect is a DPO and the investigation is unclear,” he said.
Another example, the results of an investigation then led a case, but the evidence was insufficient and the investigation had to be stopped, but the journalist was not invited to file a complaint. Of course, the journalist will be surprised that their relationship was terminated without being involved in the headline of the case.
“These are the kinds of complaints we get a lot,” Poengky said.
According to Poengky, this condition shows that communication between criminal investigators and complainants is not optimal. As a result, there were complaints from the public that even went viral before being addressed.
“Yes, because of that there has been no progress, no progress since the previous report,” he said.
Besides that, Poengky also criticized the leadership’s supervision regarding the work of investigators which was still minimal, even the report monitoring application via WhatsApp did not work at all with the regional police, only the South Sumatra Regional Police and the Makassar Regional Police.
Apart from the two regional police forces, among the task forces that reported poor investigative results, Polda Metro Jaya and Bareskrim Polri Headquarters were among those with the highest number of complaints.
“We have received maximum from Polda Metro Jaya and Polri Headquarters. When we were clarified about this complaint, the response was not clear, not quickly,” he said.
This is different from the North Sumatra Regional Police, which also received the highest number of complaints, but responded quickly to clarifications provided by Kompolnas.
“In fact, in our opinion, one of the fastest is North Sumatra, we will make a request for clarification, so in 2-3 weeks we will have an answer,” Poengky said.
Poengky said that the service system at the regional police detectives and the national police headquarters has been built, what caused them complaints from the public, one of which was the large number of complaints or complaints, while the number of investigators was limited.
Apart from this, the budget for carrying out the case is not comparable to the report received.
“The regional police’s reason is that we have too many complainants, there are not enough staff complaints, that’s the reason,” Poengky said, mimicking the investigators’ reasons.
Likewise with the National Police Headquarters, the budget for carrying out cases with an unbalanced caseload.
“It’s certainly true, so why are the police sometimes reluctant or not doing things properly? Yes… because there were too many complaints while their burden to handle them was small, so their funding was low,” he said.
For example, he continued, at Polda Metro Jaya the budget received was 100 reports, but 10 thousand received.
So, in handling these cases, sometimes there are people who ignore professionalism because there are too many reports.
This, Poengky said, must be foreseen by the National Police, especially when it comes to politics restorative justice.
Politics restorative justice is one of the National Police’s efforts to resolve public complaints.
But politics should not, he said, be used to solve problems by breaking existing rules. For example, things that cannot be done restorative justice– That’s right, that is, a criminal case of sexual assault.
“So we ask, this is what needs to be evaluated, restorative justice ok, as long as you can restorative justice but it cannot be done by coercion, it must be done correctly and with the knowledge and agreement of both parties,” Poengky said.
Poengky hopes that this note can be an improvement material for the National Police which will soon celebrate its 78th anniversary.
