IPPMI emphasizes that village leaders and officials must be neutral in elections
We support President Joko Widodo’s statement that all ASN must be neutral, including TNI-Polri officials and all village officials.
Jakarta (MidLand) – Five leaders of the Association of Indonesian Community Empowerment Actors (IPPMI) presidium stressed that village heads and officials must act neutrally in the competition for President and Vice President and the 2024 general elections (Pemilu) .
“The neutrality of village heads and village officials in the 2024 elections is a fixed price for building democracy,” one of the leaders of the IPPMI Presidium, Bambang Soetono, said in a written statement received in Jakarta on Monday .

Bambang said IPPMI officials across Indonesia will take part in supervising and monitoring village-level elections. Furthermore, he said, Article 29 of Village Law Number 6 of 2014 states that village leaders are prohibited from participating and/or being involved in election campaigns.
“The Village Law has been the lifeblood of village development since 2014. Therefore, we call on village heads and village officials to respect this law and abide by it,” Bambang added.
The five leaders of the IPPMI presidium also support President Joko Widodo’s declaration that all State Civil Apparatuses (ASNs), both at the district/city level and at the central level, must maintain their neutrality in the 2024 elections.
“We support President Joko Widodo’s statement that all ASNs should act neutrally, including TNI-Polri officers and all village officials,” Bambang said.
As a partner and collaborator of village leaders and officials, IPPMI also urges village leaders and officials to protect all village residents who have different political choices in the next democratic party.
“We hope that the village development process can continue to unfold normally even if there are residents or other village officials who have different political preferences, and that the village remains a favorable home for its residents,” Bambang said.
As a forum for village facilitators and assistants across Indonesia, IPPMI condemns all efforts and actions aimed at mobilizing the masses by village leaders and officials.
The IPPMI, Bambang added, also criticized the use of village officials’ positions and the use of village funds to support contestants and political parties participating in the 2024 elections. For this reason, the IPPMI has expressed four points.
First, appeal to the KPU and Bawaslu to follow the Village Law and the President’s directions regarding neutrality; there is no coercion or threat from village leaders and officials for the community and village residents to express their political choices; ensure that elections are held honestly, fairly and secretly in the village.
Second, call on the KPU and Bawaslu to investigate the mobilization of organizations and associations of village leaders and officials who have declared support to the village leaders and officials for one of the pairs of presidential and vice-presidential candidates.
Third, appeal to law enforcement agencies to pay attention to the potential and possible misuse of the village budget (APBDe) for electoral purposes in terms of supporting certain candidates and parties.
“Four, village residents can respond critically to any interventions that may harm the interests of the village and actively submit reports or information if there are efforts by the village head or officials acting in a non-neutral manner,” it reads in the IPPMI. appeal.
