TIME.CO, Jakarta – Indonesian Center for Environmental Law (ICEL extension) will develop a climate change law course with law faculties of nine Indonesian universities. This was formalized with the signing of a Memorandum of Understanding by ICEL Executive Director, Raynaldo G. Sembiring and nine Deans of the Faculty of Law on Thursday evening, August 24, 2023, in conjunction with the 30th anniversary celebration of the ‘ICEL.
Meanwhile, the nine universities are Hasanuddin University, Padjadjaran University, Parahyangan Catholic University, Riau University, Widyagama Malang University, Airlangga University, Gadjah Mada University, Eleven March University and STHI Jentera.
Currently, not many law schools in Indonesia have climate change law courses. One of them is FH UI, which started implementing the curriculum for this course in 2014. This was explained by the head of ICEL’s Knowledge Management Unit, Marsya Handayani, meeting her on Thursday in the ballroom of Jakarta’s Theater XXI , in Jakarta.
“Each university will later develop this climate change law course with its own local content. The vulnerability of each region is definitely different, so the material needs to be adapted,” he explained Time.
As an example, Marsya cited FH UI, which until now continues to develop courses in environmental change law at the same time as climate litigation cases are emerging around the world. One such case is Milieudefensie v. Royal Dutch Shell in 2021 or a closer case in Indonesia, namely the Pari Island v. Holcim.
Prior to the signing of the memorandum of understanding, ICEL held a workshop with 23 Indonesian universities from 20 to 23 August 2023. Part of the workshop included a trip to the island of Pari to gain insight into the ongoing lawsuits.
“There is an excursion to Pari Island, because there is a climate change lawsuit against Holcim. Then, the faculty met with the community there, asking what they were being sued for and why they were suing. Then get on the field now. The hope is that climate change law courses like this one will have local content and what will happen in the future,” Marsya added.

Course development is expected to take a year to complete in 2024 or 2025. He estimates that it could be a bit challenging for each university that has signed a memorandum of understanding to deliver a climate change law course by this time. year.
“But at least we have joint research, conferences and journal articles. Faculty and students collaborate to develop laws on climate change. So it’s not just about courses but we also develop the Tri Dharma of higher education i.e. community service and research,” she said.
In the future, ICEL also hopes to collaborate with other law schools to develop this course. Marsya said the 23 universities that had previously attended the workshop were very enthusiastic and active. Participation came from west to east Indonesia, from Riau University to Musamus University to be exact.
