DEEP calls for funding of research agencies to be monitored
Survey institutions should be able to work independently
Jakarta (MidLand) – The director of the Indonesian Partnership for Democracy and Electoral Empowerment (DEEP), Neni Nur Hayati, said that the funding of eligibility survey institutes for presidential and vice-presidential candidates must be controlled for maintain the independence of research results.
“Research institutes should be able to work independently,” Neni said in an online discussion titled “The Amazing Survey” monitored Saturday in Jakarta.
Neni is of the opinion that survey institutes should be independent in carrying out scientific calculations according to applicable statistical methods.
According to him, there are still many research institutes that do not want to show the origin of the funds they receive.
“So, regarding the funding (monitoring institutions), when they were reported to the KPU they were not transparent and accountable, and they were irrational,” he added.

Besides that, Neni added that there are also research institutes that present research results to the KPU that are different from those published to the public. So, she continued, this raises doubts among the public regarding the credibility of the research institute.
He pointed out that although Article 4 of the General Election Commission (PKPU) Regulation Number 9 of 2022 relating to Community Participation emphasizes that community involvement through polling institutions should be neutral in elections, there still exists a bias that can give advantages or disadvantages to the participants in the elections, thus interrupting the process of the electoral phase.
“Indeed, the parameters of quality, democracy and integrity are transparency and accountability, one of which is determined by research institutions in their funding,” Neni said.
It also believes it is important that the public receives accurate information on the survey results that meets their needs, without manipulation.
According to Neni, the potential impact of the investigation’s findings could trigger a prolonged conflict in the legitimacy of the electoral process; she then asked the audience to be wise and intelligent in responding and reading the survey results.
