Created by ITB, Sirekap for Elections has been in use since 2019

MidLand, Jakarta – President of the Sirekap review group of the National Innovation Research Agency (BRIN) Andrari Grahitandaru said Recapitulation information system or Shit that will be used in the 2024 elections was created by the team at Bandung Institute of Technology or ITB. The Sirekap application has been used since 2019.

“So what has been improved, the improvements have been used in the previous Pilkada,” said the principal expert engineer at the BRIN Data and Information Science Research Center, Monday, February 19, 2024.

Initially Sirekap, developed by the General Election Commission (KPU), according to Andrari, did not have a digital signature. Consequently, no one guarantees that the data belongs to the Voting Organizing Group (KPPS). “Although it’s important as validation,” he said.

The Sirekap, created in 2019 for the elections of the regional head, then uses digital signatures performed by two people, namely the president and a young member of the KPPS.

Another novelty of Sirekap developed by ITB is the application’s ability to read or translate numbers with two different devices. “We used to only use OCR, now we use OMR,” she said.

OMR stands for Optical Mark Recognition, according to Andrari, it can translate written numbers in more detail and complement optical character recognition (OCR). However, he admitted that there was a potential error in the Sirekap mobile application used by KPPS 2024 election officials to send TPS voting results data to the KPU. Sirekap is also in the spotlight after a difference in the counting results compared to the data displayed on the KPU website was detected in 2,325 polling stations.

Andrari rejected voices from parties calling for Sirekap to be temporarily stopped. According to him, according to public information, the election results belong to the community. Instead of closing, he called on all parties to maintain democracy by monitoring Sirekap.

“If Sirekap is deactivated, how will we be able to monitor the fraud and truth of the election results?” Meanwhile, the ITB has so far chosen to remain silent rather than explain Sirekap and its problems to the public.
